State Water Resources Agency

State Water Resources Agency (SWaRA) was created in June 2001 in the State of Uttar Pradesh for management, planning and sectoral allocation of Water Resources (both Surface & Ground) to various agencies viz. Drinking Water, Agriculture, Industrial Development, Hydro Power, Transportation, Entertainment and Thermal Power Production, Environmental flow of water in rivers and to give legal base to the above preparation and use of Surface/Ground water and to work as a technical secretariat to the State Water Board. State Water Resources Data Analysis Center (SWaRDAC) has been setup to provide water related data to the State Water Resources Agency (SWaRA) and other Central/State water plans for all river basins of the State.

This FMIS Centre created by vide G.O. No 2058/14-27-Si-4-25(W)/14 on Dated 20/10/2014. This FMISC will act as Technical Secretariat for flood management in UP, act as clearing house for all flood related information;promote innovative concepts and technologies to improve flood management, develop databases, analytical tools,information products; enable effective dissemination; and provide interface amongst flood management stakeholders including GoUP agencies and communities.

Central Water Commission

Central Water Commission is a premier Technical Organization of India in the field of Water Resources and is presently functioning as an attached office of the Ministry of Jal Shakti, Department of Water Resources, River Development and Ganga Rejuvenation, Government of India. The Commission is entrusted with the general responsibilities of initiating, coordinating and furthering in consultation of the State Governments concerned, schemes for control, conservation and utilization of water resources throughout the country, for purpose of Flood Control, Irrigation, Navigation, Drinking Water Supply and Water Power Development. It also undertakes the investigations, construction and execution of any such schemes as required.Central Water Commission CWC is headed by a Chairman, with the status of Ex-Officio Secretary to the Government of India. The work of the Commission is divided among 3 wings namely, Designs and Research (D&R) Wing, River Management (RM) Wing and Water Planning and Projects (WP&P) Wing. Each wing is placed under the charge of a full-time Member with the status of Ex-Officio Additional Secretary to the Government of India and comprising of number of Organizations responsible for the disposal of tasks and duties falling within their assigned scope of functions

Directorate of Geology & Mining, UP, since its inception in 1955 is actively engaged in search of mineral wealth as well as promotion of scientific development of mineral resources along with conservation and development of mineral based industries in the state. All activities of the department are being spearheaded from its headquarters at Lucknow and Regional Offices based at Jhansi, Prayagraj, Agra, Sonbhadra, Ayodhya, Bareilly, Gorakhpur, Ghaziabad and Lucknow. The Geoscientists of the department with their sustained efforts have explored several mineral resources in the state viz. Cement grade Limestone, Dolomite, Silica, Sand, Bauxite, China Clay, Sillimanite, Glauconitic Sandstone (Potash), Rock Phosphate, Gold, Asbestos, Quartz, Pyrophyllite, Diaspore, Iron ore and Dimensional Granite/ Sandstone etc. Presently Coal, Cement grade Limestone are being mined in the state. Beside this several leases of Stone Ballast and Sand/Morrum are sanctioned in the state which has generated revenue to the tune of __ Crores. At present Geoscientists of the department are engaged in exploration of the Platinum group of Elements, Iron Ore, Gold, Rock Phosphate, Baryte and Dimensional Stone Along with Geo Environmental Studies.

The main objective for establishing this department is to issue guidelines for research, management, planning related to Ground Water Resources of the state and conduct study, assessment, planning and development programs for Ground Water.

After independence, the importance of establishing and developing Local self-government in rural areas was realized and the U.P. Panchayat Raj Act, 1947 was promulgated to fulfill this objective. Consequently gram sabha and gram Panchayat in every village or for a group of villages were established throughout the state. The Constitution of India as enforced on January 26, 1950 provides that "The State shall take steps to organize village Panchayats and endow them with such powers and authority as may be necessary to enable them to function as units of local self-government". Subsequently different committees recommended that Constitutional status be accorded to Panchayat Raj and Urban Local Bodies Institutions and the elections to these institutions be conducted by separate Election Commission. As a consequence, the 73rd and 74th Amendment in the Constitution came into effect from 24th April, 1993.
